Position: Data Entry Clerk, FSN-05; FP-09 (Trainee level)             

 

The U. S. Embassy in Bangui is seeking for an individual for the position of Data Entry Clerk. The position is located in Bangui, Central African Republic.

Opening Date :               Thursday, June 8, 2017

Closing Date :  Wednesday, June 14, 2017 at 17:00

Work Hours :      Full time; 40 hours/week

 

BASIC FUNCTION OF POSITION

Under the supervision of the Financial Specialist, incumbent serves as one of a team of Voucher Examiners in the Budget and Finance Unit, examining vouchers and other claims for payment of goods and services. Vouchers include, but are not limited to: non-cash payments, travel vouchers for in-country and international travel, representation expenses vouchers, employee allowances and other payments, and utility payments. Incumbent serves as back-up to other Voucher Examiner in the section.

 

QUALIFICATIONS REQUIRED

1.     Education: Completion of secondary school is required.

 

2.   Experience: At least two years of experience in voucher examining, bookkeeping or related fiscal clerical work in an international organization or a large local institution is required.

 

3.   Language: Level III (Good Working Knowledge) Speaking/Reading/Writing English and level II (Limited Knowledge) Speaking/Reading French are required and will be tested.

 

4.   Job  Knowledge:  Applicant must have  knowledge  of the  Central African  Republic banking  regulations  and environment, tax regulations, and the procedures of furnishing VAT reimbursement claim to the Department of Taxation. He/She must know how to read fiscal strips and be familiarized with accounting classification. Job knowledge may be tested.

 

5.    Skills/Abilities: Applicant must be computer literate (MS Excel, MS Word, Windows, Internet); must be able to operate a calculator and typewriter; must have excellent mathematical skills, good customer service skills and be able to work in a multiple tasking environment; and must be able to read and interpret fairly complex regulations. Skills and abilities may be tested.

BASIC FUNCTION OF POSITION

The position holder is employed as a Generator Mechanic to accomplish skilled maintenance and repair work at the journeyman Generator Mechanic level on the critical and non-critical Systems throughout the Embassy, WPS and residential Compounds. Work assignments include installation and repair of electrical hardware, associated peripheral components, circuit configuration, optimization of equipment performance through preventive maintenance, electrical power distribution Systems, power and lighting panels, control circuits, lighting Systems and any other item that has an electrical connection

 

QUALIFICATIONS REQUIRED

1.            Education : Completion of secondary school required. Completion of a vocational training program (minimum of
two years) from an accredited institute recognized as training in a field related to operation and maintenance of
institutional or commercial building Systems.

 

2.    Experience: Must have a minimum of three (3) years of experience in the repair and maintenance of commercial
electrical equipment and Systems, power generation and electrical distribution Systems, grounding, and control
circuitry

3.    Language: Level 2 English, Level 3 French and level 3 Sango required.

 

4.   Job Knowledge: Must have a very good technical understanding of antenna operations and repair, major building
electrical Systems, switchgear, panel boards, lighting and power outlets, equipment, and control wiring. Diagnose
engine and electrical component/attachment problems. Read / interpret engineered drawings, blue prints and
schematics. Recognize, diagnose and source replacement parts and install a complete package generator set and
peripheral equipment from materials supplied by others.

 

5.  Skills/Abilities: The incumbent shall have superior skills and abilities in the following areas: diagnosing and
repairing antenna, electrical power generating and distribution Systems, lighting and power branch circuit
Systems and components, and taking equipment readings with various meters. A valid driver's license with a clean driving record is required. Must have excellent interpersonal skills and be able to handle a large workload
and multiple tasks. Must be organized.

BASIC FUNCTION OF POSITION

 

Under the direct supervision of the Public Affairs Officer (PAO), the incumbent monitors, reports, and analyzes local and international media (radio, print, online sources) in order to provide media summaries and analysis as well as briefings to the Chief of Mission (COM), Deputy Chief of Mission (DCM), Public Affairs Officer (PAO) and other Embassy sections and USG agencies and officials.

 

QUALIFICATIONS REOUIRED

1.   Education: University degree in International Relations, Public Policy, Communications, Language, Literature or
Interpretation/translation is required.

language is required.

 

4. Job Knowledge: A very good knowledge of both local and U.S. foreign and domestic policy issues is required.

 

5. Skills/Abilities: Ability to develop and maintain an extensive range of contacts in press and media and with
embassy personnel in ail sections who contribute to public affairs work and with contacts in Washington. Ability
